A potential moratorium on large mobile home rent increases

—EMERGENCY ORDINANCE—Tenants at the Avalon Mobile Home Park in unincorporated Castro Valley recently reported receiving monthly rent increases of up to $500.
—On Tuesday, the Alameda County Board of Supervisors will discuss enacting a temporary moratorium on mobile home rent increases greater than four percent.
—If the emergency is approved, by at least four of the five supervisors, the moratorium will become effective immediately and run through Mar. 18.
—Alameda County already has an ordinance that limits rent increases to four percent. Park owners can petition the county for larger rent increases. However, since the ordinance was approved in 2017, a park owner has never requested an increase.
—According to county staff, the steep rent increases stem from the new owners of the Avalon Mobile Home Park providing a different interpretation of the county’s Mobile Home Space Rent Ordinance.
—A number of Avalon Mobile Home Park tenants lobbied the Board of Supervisor to act on the large rent increases at a board meeting on Dec. 5.
—Mobile homeowners typically own the dwelling, but rent the plot of land from a park owner. The county believes a disproportionate number of mobile homeowners are seniors and individuals with fixed incomes.
