After many fits and starts, San Leandro's potential marina jewel is nearing fruition
A's Howard Terminal ballpark project faces another important step on Wednesday morning

—WATERFRONT JEWEL—A dazzling remake of San Leandro’s scenic marina area is closer than ever to becoming reality after more than a decade of fits and starts. The project named Monarch Bay at the northernmost portion of the San Leandro Marina includes 491 total units of single-family housing and apartments, a 210-room hotel, two-story restaurant and banquet room, redesigned nine-hole golf course, and public space on the waterfront.
—Since initially proposed by the developer Cal-Coast back in 2008, various iterations of the development have came and went. But a vast majority of the proposal discussed at Monday night’s San Leandro City Council work session was conceived over the past three years. In step with the project’s historical uncertainty, the plan hit another stumbling block in early 2020 after a development agreement was made contingent upon a Project Labor Agreement (PLA). A deadline for the PLA came and went before ultimately being struck. A deal for labor peace with service workers at the proposed hotel was also made.
—The project, as proposed, could come to represent a jewel on the city’s pleasant, but underachieving marina area. San Leandro councilmembers praised the project and its vast potential on Monday night. Some, however, continued to question the project’s ingress and egress. Others urged for the inclusion of ferry service.
