Alameda County Weighs ICE Response Plan, ‘ICE-Free Zones’ After Deadly Minneapolis Enforcement Actions
Supervisors Bas and Márquez hope to advance a two-part plan to shield county services and properties as concerns grow over aggressive federal immigration operations

—Against the backdrop of recent fatal encounters involving Immigration and Customs Enforcement agents in Minneapolis, the Alameda County Board of Supervisors this afternoon will take up a two-pronged proposal aimed at preparing the county for heightened federal immigration enforcement while insulating public services from its effects.
The proposals were developed by the Board’s Together for All ad hoc committee, led by Supervisors Nikki Fortunato Bas and Elisa Márquez, and reflect growing concern among local officials that aggressive enforcement actions will endanger residents and disrupt access to essential services.
County supervisors will discussion two specific proposals at 3:30 p.m. today:
A comprehensive countywide response plan to immigration enforcement activities, that would establish protocols for rapid interagency coordination, staff training, and communications during ICE actions, set safeguards for county workplaces, courthouses, hospitals, and clinics—such as posting “Know Your Rights” information.
Formally designate county-owned and county-controlled properties as “ICE-Free Zones,” barring their use for civil immigration enforcement staging, processing, or surveillance. Under the Alameda County proposal, staff would identify vulnerable sites, install signage and physical barriers where appropriate, and require reporting of any attempted federal use of county property.
