—BILL WATCH—Gov. Gavin Newsom over the weekend signed a trio of bills authored by East Bay legislators, rolling them into his showcase of new economic and immigration laws.
The measures, highlighted during press events Friday and Saturday, give the East Bay’s legislative caucus some early wins in Sacramento.
7TH/10TH STATE SENATE DISTRICT
SB 627 - State Sens. Scott Wiener, Aisha Wahab, Sasha Renée Pérez, Jesse Arreguín: Makes it a crime in California for a law enforcement officer to wear a mask or other facial coverings while conducting enforcement actions.
In his signing message, Newsom labeled Trump an “authoritarian president,” adding, “America should never be a country where masked ‘secret police’ grab people off the streets and throw them in unmarked vans and speed away.”
Newsom urged the Legislature to remove ambiguity about what law enforcement officials can legally wear.
SB 81 - State Sen. Arreguín: Prohibits health care facilities from giving federal immigration agents access to non-public areas without a valid judicial warrant.

SB 237 - State Sen. Tim Grayson: Amid growing concerns about the decline of in-state oil production and potentially rising gas prices, this bill streamlines approval of drilling permits, including idle pipelines, in an “environmentally responsible and safe” manner.
Last week, The New York Times reported on the political aspects of the slow decline of refineries in California and the potential pocketbook issues that could affect residents.
