10TH STATE SENATE DISTRICT
—MILLION DOLLAR LOAN CLUB—There appears to be no ceiling on how much Scott Sakakihara is willing to spend on his campaign in the 10th State Senate District primary.
—Sakakihara injected another $250,000 of personal funds into his campaign on Thursday, bringing his total self-funding since late January to a cool $1 million.
—The Union City councilmember now joins this election cycle’s “Million Dollar Loan Club,” alongside 14th Congressional District candidate Rakhi Israni, who loaned her campaign $1.2 million earlier this year.
GOVERNOR
—FORMER REP PAYS FOR LEGAL REP—Eric Swalwell still maintains more than $2.6 million in cash on hand in his gubernatorial campaign account, according to a campaign finance report released Thursday.
—The filing also shows several donors who previously gave the maximum $39,200 contribution received refunds following Swalwell’s dramatic political collapse beginning April 10 amid allegations of sexual misconduct.
—Among the more notable disclosures in the report, Swalwell spent $323,251 on legal services over the past month, including $273,251 paid to the Law Office of Sara Azari and another $50,000 to San Francisco-based Coblentz Patch Duffy & Bass LLP.

NOTES: This wide open SD10 primary is notably light on fundraising. Scott Sakakihara has poured $1 million of his own money into his campaign, but otherwise has only raised $176,000 for the year. Anne Kepner has raised $332,000 for the year, but has also self-financed portions of her campaign. As noted yesterday, this primary has shifted to the playground of independent expenditure committees. More than $2.5 million has been spent in support of Sakakihara and in opposition of Kepner. However, it appears some pro-Kepner IEs are starting a late effort to turn the tide.

NOTES: For an entrenched incumbent, there’s never a time when fundraising isn’t a priority, but Assemblymember Alex Lee’s noticeably paltry fundraising over the past month and low spending stands out. His likely November opponent, Fremont Councilmember Yang Shao, also slowed spending during the same period. For Shao, it makes sense to save his reserves for the fall. For Lee, it conveys a sense that he doesn’t think Shao is a viable challenger.

SuperPACs appear to have taken the wheel for Hernandez over the past few weeks. The gambit being to maintain her reserves in hopes of advancing to November. NOTES: Little new can be said of Rep. Ro Khanna’s fundraising power other than its presidential campaign-worthy at this point. He raised $1.2 million alone since April 1 for a total of $12.8 million for the year. Since Khanna won his seat in 2016, he has never faced a primary opponent with as much access to cash as Ethan Agarwal, but the spread is still nearly insurmountable. Agarwal has raised $676,000 this year, not including $85,000 reported on Thursday. It’s just not enough when your opponent has $16.7 million in the bank.
