Just cause returns with an eye for cutting renters' losses

RENTERS’ PROTECTIONS
—LOWERING THE BAR—Renters in unincorporated Alameda County came tantalizingly close to a suite of new housing protections. The manner in which renters’ protections went down in flames last February was almost cruel.
—If you recall, the Alameda County Board of Supervisors approved three ordinances—Just Cause, Fair Chance, and a Rent Registry last December. However, a different board was sworn-in last January consisting of a new pro-landlord supervisor, along with the untimely death of Supervisor Richard Valle, chose against approving a second and final reading of the ordinances.
—Now county staff is bringing Just Cause back to the table, but the latest iteration appears mindful about the current composition of the Board. The Board of Supervisor Unincorporated Services Committee will hear the issue on Wednesday night.
—Instead of reexamining the Just Cause proposal, it appears county housing staff is aiming to cut its loses and attempt to cajole the Board of Supervisors to merely enshrine AB 1482, the state law that, among other protections, caps annual rent increases at five percent.
—County staff argues this strategy locks the state law in place in Alameda County, and could provide an enforcement mechanism that doesn’t currently exist.
