—San Leandro Councilmember Xouhoa Bowen said she was assaulted at a National League of Cities event in November by a councilmember from the Central Valley.

Bowen made the dramatic disclosure at the end of Monday’s San Leandro City Council meeting.

“Daniel Parra, a member of the City of Fowler City Council, physically violated me,” Bowen said.

The incident occurred at the League of National Cities’ conference in Tampa, Fla, on Nov. 13. The National League of Cities is conducting their own investigation into the incident, Bowen said.

Parra has served on the Fowler City Council since 2008, according to his LinkedIn page, and since 2023 has concurrently served as city manager of Orange Cove, Calif.

He is an immediate past president of the League of California Cities, and member of its Latino Caucus.

Bowen filed a police report with the Tampa Police Department. A criminal investigation led to the Florida State Attorney's Office to charge Parra with one count of misdemeanor battery, according to a court filing. He is scheduled to be arraigned on March 31.

The details of the allegations are not yet known, as of late Monday night.

Bowen declined to make any additional statements about what occurred at the conference last November. “I believe and respect the legal process should proceed,” she said.

“I want to make a clear statement that such reprehensible behavior is absolutely unacceptable and will be held to account,” Bowen said in her remarks.

“The safety of everyone should be paramount, and with the support of my family, my colleagues, and the city, we denounce this behavior. I want to say to the women and others holding public office who have experience bodily violations and acts of harm that you are not alone, nor are you powerless.”
