San Leandro may award fourth cannabis dispensary permit

—Under the radar, San Leandro is considering a fourth retail cannabis permit tonight. The city’s cannabis ordinance currently allows three permits. The potential awarding of a fourth permit, in this case, comes without an open bidding process.

NUG, a current holder of a cannabis permit in San Leandro, is seeking to take over the Fairway Drive location once belonging to another permit holder, Blum San Leandro.

Among the city’s cannabis permit holders, NUG, which runs the dispensary located at the Davis Street Family Resource Center, has proven to be the reliable.

NUG plans to use the Fairway Drive building, which is already zoned for retail cannabis, to serve as a online fulfillment center, and for “express” sales.”

San Leandro receives about $1 million in annual sales tax revenue from all of its cannabis retailers, according to city staff.

The promise of additional sales tax receipts in a new era of tightening city budgets is not unlike the argument that led San Leandro to approve its first cannabis permits in the aftermath of the devastating Great Recession.

San Leandro’s move comes after Union City officials bowed to growing pressure from residents to deny a third retail cannabis permit two weeks ago.

Sna Leandro officials, however, may be banking on its residents' chronic civic apathy will avoid the type of backlash that occurred in the Tri-Cities.
