San Leandro's eviction moratorium receives council review
Alameda mayor voices doubts about CIP pass-through's future; Deputy director says thin Oakland PD professional staff risks burnout

SAN LEANDRO
—FIRST 90-DAY REVIEW—San Leandro’s eviction moratorium, one of three left standing in Alameda County, comes before the City Council Monday night for its first 90-day review.
—San Leandro city isn’t making a specific recommendation for moving forward. But if the council decides to continue the eviction moratorium for another 90 days, by the time it arrives for another review in September, San Leandro would be the only city in Alameda County with an eviction moratorium.
—Last January, the council extended its eviction moratorium another year to Feb. 28, 2024. The eviction moratorium only covers renters with Covid-related circumstances. In addition, direction was given to city staff to bring back updates on the eviction moratorium every 90 days.
—The potentially repeating milestones indicated to some the moratorium may not ultimately remain in effect through next February. Nevertheless, expect tonight a vocal band of landlords, many immigrant mom-and-pop property owners, again making their case for San Leandro to rescind its eviction moratorium.
—It’s clear, though, that city staff is hinting to the council that the eviction moratorium is taxing its limiting resources, forcing them to divert an estimated 300 hours of time to the issue.
—It could be argued the staff time would be better spent on efforts to locate funding for a homeless navigation center, in addition, to formulating a rent control ordinance for the pro-renter majority council’s perusal.
