—COSTA-HAWKINS DOWN— A major legislative bid by state Sen. Aisha Wahab fell short on Tuesday after a bill that would reform the Costa-Hawkins Housing Act, favored by landlords, was defeated.

—SB 466 sought to allow cities with rent control policies to regulate rental units, excluding single-family homes and condos, that are at least 28-years-old, in addition, to a one-year rolling schedule. Costa-Hawkins limits rent control on rental properties built after 1995.

—After an impassioned speech by Wahab that, at times, railed against landlords, there was no floor debate. Passage of SB 466 required 21 votes. Wahab muster only 15, including support from East Bay state Sen. Nancy Skinner. State Sen. Steve Glazer voted no…
