—PROCLAMATION CONFRONTATION—Fremont Mayor Lily Mei is offering a referral at tonight’s meeting to begin formal procedures to censure Councilmember Teresa Cox for violating the council handbook regarding ceremonial proclamations.
—Mei’s referral makes no specific reference to the allegations against Cox. But city officials have admonished Cox on several occasions for using the proclamation process for her own means.
—Under the Fremont City Council handbook, it’s the mayor’s role to approve city proclamations.
—Over the weekend, Cox told Alameda County Democrats that she has backed proclamations in honor of several ethnic groups, in addition to the LGBTQ community.
—“The mayor is trying to silence me to not do any of those proclamations because she has failed as a mayor,” Cox said on Saturday.
—Cox is running for re-election to her District 6 seat this November. Mei is termed out of office this year.
—Mei and Cox have clashed over a version of this issue in the past.
—After the Fremont City Council approved, at Cox’s behest, the raising of a flag in honor of Black History Month in December 2022, Mei followed the next month with a cynically long list of flags deserving of a flag-raising, including Confucius’ birthday.
—A month earlier, Mei sought censure proceedings against an unnamed Fremont councilmember for violating the Brown Act. Neither the flag-raising, nor the censure referrals were moved forward by the city council.
